About Noorland
On January 15, 2009 a presentation of a multi-purpose residential development "Noorland" took place. "Noorland" is a large-scale project for development of a vast area with various multi-purpose property united with a single concept and equipped with proprietary infrastructure, communications and facilities.
When designing and developing the area, we intend to apply state-of-the-art technologies, in particular, «green» city design with efficient city layout, travel distances, clustering of buildings to reduce energy use, innovative energy technology such as geothermal, wind power (wind farms), solar panels, other sources of energy, transport within Noorland using green source of electrical energy, encouraging of bicycle and pedestrian forms of transportation, Leadership Enterprise and Energy Design (LEED) using the concept of locally produced materials thereby reducing energy needed for transport of such materials.
The strategy for Noorland is that people should live, work and rest in one and the same place. This is a brand-new format of living for Kazan people that enables to combine advantages of suburban natural country life and city comfort.
Noorland will be located at the North of Kazan at the territory officially included into the city limit in December 2007. It will be a development of a new territory with the area of 760 ha. The district comprises 12 sub-districts of alternate number of stories, each constructed under individual design, where 70 to 75 thousand inhabitants will live. The total residential area in Noorland will be 2.5 Mio sqm (1.8 Mio sqm will be low-rise residential development), area of social and public items – 500,000 sqm, commercial properties – over 1.5 Mio sqm (including logistics center, business-park, motels along bypass high-speed motorway Ì7).
Convenient transport arteries will connect Noorland to the historic and cultural center of Kazan. Thus, using a new high-speed motor-way, future residents of Noorland can be be in the downtown within 10 minutes only. The project also provides for a branch of a high-speed tramway.
Taking comprehensive development principles into account, in the new district concurrently with homes construction, the whole infrastructure will be established: schools, kindergartens, shopping malls, catering and servicing enterprises, sports facilities, landscape and beautification items, transport infrastructure, engineering networks and facilities etc. will be constructed. The total value of the project amounts to 14 Mio USD. In order to carry out the project, besides internal resources, funds from Russian and foreign investors are planned to be attracted. In particular, VTB Bank and "Kazansky" Bank have given their preliminary consent to participate.
To carry out the project, it is intended to establish a managing company that can be founded by a number of banks. It is planned that 20% to 30% of the property will be managed by the company. Such arrangement will provide more flexibility when deciding on providing citizens with home credits, including social hypothecation, short- and long-term lease.
The Noorland project is valuable from the social point of view as thousands of jobs will be created while carrying it out, which is especially prominent under the current economic situation. Also, schools, kindergartens, retail, service and catering facilities, sports facilities, landscaping and beautification items, transport infrastructure, communications and engineering facilities will be established.
