RESIDENTIAL DEVELOPMENT
In Noorland, there will be various categories of housing, so that a person could adhere to the habitual environment and “migrate” within the same territory in accordance with growth of its material will-being. It will be a modern European-level district meant mostly for middle class, i.e. active part of the population occupied in business and intellectual activities. For them, many things will be definitely provided for, such as non-typical schools etc. In the central part of the district, high-rise building will be placed. Further, the housing density will be gradually reducing. The quarters built up with middle-rise houses at their perimeters are replaced with townhouses (the main type of housing in Noorland), and then with detached houses with household plots (located at the lower terrace).
This is a brand-new format of living for Kazan people that enables to combine advantages of suburban natural country life and city comfort.
The district comprises 12 sub-districts of alternate number of stories, each constructed under individual design, where 70 to 75 thousand inhabitants will live. An important element of the project is its environmental trend that enables to preserve the environment and use it as a competitive advantage (the fact that the green area of Noorland district will have the status of a specially protected natural area of Kazan, will contribute to that).
Taking comprehensive development principles into account, in the new district concurrently with homes construction, the whole infrastructure will be established: schools, kindergartens, shopping malls, catering and servicing enterprises, sports facilities, landscape and beautification items, transport infrastructure, engineering networks and facilities etc. will be constructed.
The experimental nature of the district is expressed not only by the scale of non-type buildings, but first of all by low construction density – only 7,000 sqm per 1 ha. Besides that, in Noorland there will be 18 sqm of green plants per 1 resident, taking the forest-park into account.
One of the main objectives of Noorland construction is creation of environment-friendly and comfortable urban surroundings.
TRANSPORT AND PEDESTRIANS
Special attention is paid to creation of transport arteries and road network in the plans for development of the district.
According to the General Plan of development of Kazan, after completion of transport network of Kazan bus routes will be arranged that will improve connectivity of the designed Noorland district with other parts of the city, railway station, bus station and stop points of high-speed out-of-street transport. A proposal will be initiated to extend the North branch of the underground to Noorland residential district. For public transport passengers, it is planned to lay high-speed tram lines that will connect the new district with “Zavodskaya” underground station.
According to New Urbanism principles, the preference is granted to bicycles and walking rather than to cars. Near the projected recreation areas, sports facilities, picturesque pedestrian alleys will be designed. Public transport stations are planned according to the norm of walking accessibility radius for city limit – 400 m.
Storage of cars for inhabitants of the district according to the projected population of 75,000, is foreseen in underground garage complexes placed both within the quarters and under multi-storied buildings and attached servicing facilities in the ground floors of such buildings.
Noorland grants an opportunity to study, work and rest near one’s home. The project provides not only for construction of housings and well-developed infrastructure, but also establishment of jobs for people of various social layers. The city is inconceivable without places for labor application. That is why in Noorland the land is allocated for construction of large business-centers, logistics parks etc. It is projected that up to 30% of local population (about 20,000 people) will be able to find a job near their homes. Due to all these elements, in Noorland a self-sufficient, independent and developing living community will be established.
