Infrastructure

Noorland district comprises 12 sub-districts of alternate number of stories, each constructed under individual design, where 70 to 75 thousand inhabitants will live.

A prominant element of the project is its environmental trend that enables to preserve the environment and use it as a competitive advantage (the fact that the green area of Noorland district will have the status of a specially protected natural area of Kazan, will contribute to that).

The total area of the district is 760 ha, residential and public built-up area will be 350 ha, business-park, commercial and communal area will be 190 ha. The total area planted with trees will be 150 ha, the total area of roads will be 70 ha. The total residential area in Noorland will be 2.5 Mio sqm (the average amount of total area per capita for the prospect till 2020 will be 30-33 sqm), area of social and public items – 500,000 sqm, commercial properties – over 1.5 Mio sqm (including logistics center, business-park, motels along bypass high-speed motorway Ì7). The total area of low-rise residencies will be 2 Mio sqm, total area of residencies with alternate storey number will be 500,000 sqm. The number of residential units will be 22,000.

Taking comprehensive development principles into account, in the new district concurrently with homes construction, the whole infrastructure will be established: schools, kindergartens, shopping malls, catering and servicing enterprises, sports facilities, landscape and beautification items, transport infrastructure, engineering networks and facilities etc. will be constructed. 

TECHNICAL AND ECONOMIC DATA

Residential development comprises:
• villas - 1-2 floors, household plot of 4-12 acres;
• townhouses - 2-3 floors, household plot of 0.8 - 3 acres;
• middle-storied buildings - 5-10 floors;
• multi-storied buildings - 11-17 floors.

Social and household amenities:
• 6 schools, including 2 schools with attached swimming pools;
• 12 children’s pre-school institutions;
• shopping malls, catering enterprises;
• first-aid substation, clinic for family doctors, pharmacies;
• garage and parking complexes;
• telecommunication center, automatic telephone exchange for 40,000 numbers;
• militia department, fire depot;
• fitness club, sports facilities, beauty salons etc.

Engineering support facilities:
• water supply junction with two expansion tanks (2W=4,000 m3) and double-lift pumping station (940 m3/hr);
• sewage pumping station with capacity of 15,000 m3/day;
• switching transformer substations – 9 pcs. and 400 Km of feeding cable lines;
• 4 sewage pumping stations with expansion tanks;
• street and road network – 40,000 m;
• water supply network – 80,000 m;
• network of household and storm sewage – 700 Km;
• pressured sewage network – 15 Km;
• transformer substations – 50 pcs.;
• distribution cable lines – over 500 Km

TRANSPORT AND PEDESTRIANS

Special attention is paid to creation of transport arteries and road network in the plans for development of the district.

According to the General Plan of development of Kazan, after completion of transport network of Kazan bus routes will be arranged that will improve connectivity of the designed Nurland district with other parts of the city, railway station, bus station and stop points of high-speed out-of-street transport. A proposal will be initiated to extend the North branch of the underground to Nurland residential district. For public transport passengers, it is planned to lay high-speed tram lines that will connect the new district with “Zavodskaya” underground station.

According to New Urbanism principles, the preference is granted to bicycles and walking rather than to cars. Near the projected recreation areas, sports facilities, picturesque pedestrian alleys will be designed. Public transport stations are planned according to the norm of walking accessibility radius for city limit – 400 m. 

Storage of cars for inhabitants of the district according to the projected population of 75,000, is foreseen in underground garage complexes placed both within the quarters and under multi-storied buildings and attached servicing facilities in the ground floors of such buildings.
